An existing ServiceExpansionPlan entity should be loaded from the relative URL: 
    "/CountryService/serviceexpansionplan/{id}"   (HTTP-GET) 
If a new ServiceExpansionPlan entity has been created, the new entity should be posted to the relative URL:
